When the Clinton administration released its draft proposals earlier this
year for reforming the way websites are named, its plan seemed to upset just
about everyone by seeking to introduce needless competition into the management
of the Internet. So Clinton’s techies last week revised their plan to one which
only narrowly avoids disappointing the low expectations it had already set. The
