UNFORTUNATELY the rating system based on PICS is proving rather a blunt tool
with which to carve up the Web. Handily, Declan McCullagh has summarised why it
is causing problems at

unless a page has been rated, many browsers are going to refuse to access it.
Surfers should enjoy their freedom while they can.
