The US will try to negotiate treaties with other countries by 2000 to keep
the Internet a tax and regulation-free zone, President Bill Clinton promised
last week as he unveiled a new hands-off plan for cyberspace. He also intends to
push for agreements protecting privacy and copyright on the Net.
