EUROPEAN environment leaders gulped hard this week and accepted a deal on
climate change far weaker than the one they rejected eight months ago—and
one that scientists fear will be hard to police.

The Europeans were desperate to get a deal after the US boycotted the
Kyoto Protocol earlier this year, so there was euphoria in Bonn on Monday as 180
governments finally agreed to bring the protocol into force.

The deal retains the Kyoto targets for industrialised nations to cut their
emissions of greenhouse gases by an average of 5 per cent below 1990 levels by
2010. But…
