The European Union is on course to meet its commitment to cut greenhouse gases set out in the Kyoto Protocol. By 2012, the 15 EU countries must cut their total emissions to 8 per cent below 1990 levels. Six, including Britain, are more than halfway there, and Germany has almost reached its target, says the European Environment Agency. Other nations are behind schedule. Spain, for example, has increased emissions by more than four times its agreed amount. But overall, the EU is halfway to meeting its target.
