ALLEN Hershkowitz, senior scientist at the Natural Resources Defense Council in New York City, is an ambitious and iconoclastic environmentalist. His attempt to set up a mill that made recycled paper in the poorest part of the Bronx was the largest private sector manufacturing venture ever attempted in New York City. It failed at the eleventh hour, but the experience, presented in his book Bronx Ecology, provides a valuable blueprint for future projects.
