Hunt the whales to save the whales

IS the International Whaling Commission a spent force? It rather looks like it. After almost two decades of policing an increasingly fragile moratorium on whaling, it has redefined itself as an organisation dedicated to conserving whales rather than to regulating the whaling industry. As a result, whaling nations and coastal whaling communities are apparently determined to pull out and form their own organisation (see “Defining moment for saving whales”).
