THE gloomy view from the international climate change negotiations, held in Milan in December 2003, was that the Kyoto protocol was “dying a death of a thousand cuts” (Â鶹´«Ã½, 13 December 2003, p 6). This is also my impression. But a minister tells me: “The government’s view is that Kyoto is the only game in town.”
