Editorial: Canada and the Kyoto Protocol

WHAT of those fears expressed before the Canadian election that a Conservative party win would damage the Kyoto protocol? Stephen Harper, leader of the Conservatives and Canada’s new prime minister, has openly criticised the protocol, and in a previous election campaign pledged to pull Canada out. Since then Kyoto has become legally binding, but has Harper’s stance softened?

The Conservatives’ platform document gives few clues. It contains only two bullet points on greenhouse gas emissions: one proposes tax credits for people who use mass transit systems, and the other promises a plan for dealing with emissions by “emphasizing new technologies”.
