Much will depend on how wet the towels are when hung out. If they have been spun nearly dry, portrait or landscape may not make much difference. But if they are very wet, water will slowly gravitate to the bottom of the towel, keeping the bottom edge wet. The longer the bottom edge remains saturated, the longer before it can dry out, so landscape mode should be faster.

In portrait mode, moisture in a damp or wet towel will, under the influence of gravity, take a long time to reach the lower edge of the towel, because it has the length of the towel to travel. The bottom of the towel will remain wet while moisture moves downwards. In a landscape towel, water reaches the lower edge of the towel in a shorter time, because it has less distance to travel. After that shorter time, the lower edge of the towel will have no additional moisture added and will therefore dry earlier than a portrait towel.
